Response Memo on Trent-Area Resource Center Closure
This memo applies policy process analysis to a major decision point in Spokane’s homelessness response. I examined the policy failures that contributed to the collapse of the TRAC shelter, including gaps in interagency coordination, contracting oversight, and program design.
The memo demonstrates my ability to articulate policy problems clearly, identify institutional and administrative constraints, and recommend actionable steps to improve service delivery and public accountability. This work strengthened my ability to translate urgent community needs into practical recommendations for policymakers and reinforced my commitment to equitable, transparent policy development.
